Investment chapter of the EPAs/L'investissement dans les APE

 Peut-être que l’investissement étranger ne devrait pas se focaliser sur l’augmentation des exportations mais plutôt sur la création de l’emploi et la promotion de la croissance régionale dans les industries telles que les télécommunications et les autres services pour lesquels les pays ACP souffrent d’un manque d’infrastructures adéquates. Certains commentateurs sont inquiets de ce qu’une telle approche crée des obstacles significatifs pour les petites et moyennes entreprises nationales (PME) qui n’ont pas accès au même genre de technologies et de compétences que les compagnies étrangères. D’autres avancent que l’investissement étranger est supposé créer de la concurrence pour les PME. Mais les APE sont censés promouvoir la croissance économique régionale. Est-il possible d’avoir une croissance économique régionale (ou nationale) sans appuyer les entreprises locales ? Comment le chapitre sur les investissements des APE peut-il profiter aux PME dans les pays ACP ?

 

Perhaps foreign investment should not be focused on increasing exports but, instead, on creating jobs and promoting regional growth in industries such as telecommunications and other services where ACP countries lack adequate infrastructure. Some commentators are concerned that such an approach will create significant barriers for domestic small and medium-scale enterprises (SME’s) who do not have access to the same kind of technology and skill of foreign firms.  Others argue that foreign investment is supposed to create competition for SME’s. But the EPAs are supposed to promote regional economic growth. Is it possible to have regional (or national) economic growth without providing support for local firms? How can the investment chapter of the EPAs benefit SME’s in the ACP countries?

first, no matter what we think of FDI .is a one catalyst for economic growth, especially in developing economies, where average industries couldnt afford infrastructures( external economies of scale). in such situation you discover, smaller industries benefiting from their facilities.Example is Nigeria, the no 1 black populous country in the world with over 140million population, quite difficult for indigenous companies to access infrastural facilities establishing GSM network, until when expertrate come in.then indigenous companies gained the confidence and experience using their God given faciities to productivity.

How does this affect SMEs, this given rise to various local firms to be active such as surveyors, engineering firms, telecenters, marketing communication outfits, advertising industries is being encouraged,and a whole lot more.On poverty alleviation, an average citize can decide to open a telecenter with less than 150 USD.

The benefit of EPA investment ethics on SMEs,is  enourmous and mostly by promoting local production of materials being used, eg. example was  a south aafrican communition company entered nigeria market, as a condition for granting the licence, the recharge cards must be produced in nigeria.1  as to provide job for the citizens, raise their standard of living, encouraging VALUE INITIATIVE within the urban, making them live above $1 per day. to thegovernent, increases govts source of revenue.
