Technical Assistance for a more inclusive trade in the ACP Countries

The TradeCom II Programme, the ACP Secretariat and the European Commission are pleased to invite you to the Session N° 90 of the WTO Public Forum. 

Technical Assistance for ACP countries is intimately linked to inclusive trade. The majority of ACP countries are Least Developed Countries and developing countries. Their integration into the multilateral trading system is not completed. They need differentiated rules and capacity building programmes to help them reduce the gap that separates them from the major trading nations, strengthen their trade policies, and thus play a more active role in the trade negotiations.

The ACP-EU TradeCom II Programme provides technical assistance focussing on, inter alia, trade policies, trade facilitation, trade negotiations and implementation of the agreements in ACP countries to help them better integrate into the multilateral trading system. Other main actors of the multilateral trading system also provide valuable capacity building programmes for ACP countries, among them, the European Union, the ACP Secretariat, the Organisation Internationale de la Francophonie and the Commonwealth Secretariat.

The session involves the research and building trade capacities in those countries at a national and regional level through a combination of measures for technical assistance and capacity building. This session, jointly organised by TradeCom II Programme, the Secretariat of the ACP Group and the European Commission will mainly focus on the following:

  • The Technical Assistance support under the TradeCom II Programme;
  • The European Commission support for trade in ACP States under the 11th EDF; support under the two components of the TradeCom II in particular the Call for Proposals under the Grants component;
  • The Trade support programmes for the WTO negotiations and regional Economic Partnership Agreements; The Trade support under the Hub and Spokes programmes and others.

The session will also raise a thematic debate on the links between technical assistance, inclusive trade and the good practices to be adopted for a more open and better regulated global trade. The panelists will answer to the following non-exhaustive questions:

  • How to identify and formulate achievable inclusive trade results in a context of international trade assistance?
  • What are the challenges in achieving inclusive trade outcomes through technical assistance programmes?
  • What are good practices in inclusive trade technical assistance?
