The support programme aimed at providing targeted support to assess the opportunities for and the underlying obstacles to the development of e-Commerce in the Pacific, and to develop a regional and sub-regional e-Commerce Strategy with a corresponding roadmap for implementation.

Two-fold purposes: To assess the opportunities for and the underlying obstacles to the development of e-Commerce in the Pacific; and to develop, validate and disseminate a regional and sub-regional e-Commerce Strategy with a corresponding roadmap for implementation.

Three-fold outputs:

  • Completed Pacific e-commerce assessment document, with MSG-specific section;
  • Legal, regulatory and institutional review document/information;
  • Blueprint document on e-commerce and implementation roadmaps.

Intervention areas:

  • E-Commerce enabling environment in the Pacific region;
  • Regional integration;
  • Trade policy development;
  • Assessment of the key policy areas (Strategy Formulation, ITC Infrastructure and Services, Trade Logistics and Facilitation, Payment Solutions, Legal and Regulatory Frameworks, e-Commerce Skills Development, and Access to Finance for e-Commerce).

Purpose 1: To assess the opportunities for and the underlying obstacles to the development of e-Commerce in the Pacific

  • Field mission in Fiji and targeted countries;
  • Consultations with stakeholders in PIFS and MSG Member States partially carried-out;
  • Regional diagnostic study/situation analysis;
  • PIF Regional E-Commerce Assessment prepared;
  • MSG sub-regional E-commerce Assessment;
  • Four Country assessments modelled on the e-T.Ready prepared and disseminated country-specific detailed questionnaires, targeting the public and private sectors prepared, submitted and analysed;
  • E-commerce readiness and best/good practices identified for the 4 selected FIC: Fiji, PNG, Niue and FSM are selected as target countries;
  • Online consultations are being conducted in all key countries in order to complement the information received during the mission (in the case of Fiji), and in order to get a first-hand picture of the status of e-commerce in the country;
  • National Assessments have been drafted and submitted to the Beneficiaries for
    • Fiji,
    • Niue,
    • Papua New Guinea;
    • FSM;
  • Remote meeting to apprise key stakeholders of the results and obtain comments.

Purpose 2: to develop, validate and disseminate a regional and sub-regional e-Commerce Strategy with a corresponding roadmap for implementation

  • Regional blueprint e-commerce prepared and approved by the Beneficiary
  • Sub-Regional blueprint for the MSG prepared and approved by the Key Beneficiary
  • Training and PP presentations on E-Commerce Assessment prepared and presented;
  • Presentation materials for capacity building training under the National Component;
  • Regional Workshop on E-Commerce (remotely) conducted;
  • Story line “E-Commerce Good Practice” in Pacific Member States prepared;
  • Prepared Interviews and questionnaires to the Key participants
  • Visibility videos prepared and shared to the PIF.
