This support programme aimed to strengthen the institutional capacity of the Ministry, to formulate, harmonise and implement suitable trade related policies, as well as to improve the negotiating capacity and implementation of bilateral and regional trade agreements.

Three- Fold purposes: Strengthen legal and institutional framework related to trade remedies in Zambia; Strengthen institutional capacity in trade negotiations and implementation; and develop a strategy for the diversification of the mining sector and the export base

Three-fold project outputs:

  • Legal and institutional framework related to trade remedies in Zambia’s institutional capacity in trade negotiations for the MCTI;
  • Strengthen the country’s participation and position in both regional and multilateral discourses;
  • Develop a strategy for the diversification of the mining sector and the export base.

 Intervention areas:

  • Trade policies implementation;
  • Legal texts revision and harmonisation;
  • Capacity building on trade negotiations;
  • Capacity building on impact assessment of tariff reforms
  • Export strategy.

Purpose 1 – Strengthen legal and institutional framework related to trade remedies in Zambia

  • Trade Administration Act; Part VII_ ordinary duties, anti-dumping and countervailing duties; Anti-dumping regulations; Countervailing regulations; Safeguards regulations; Trade Remedies in the WTO;

  • Trade Remedies Workshop Materials prepared and delivered;
  • Training Module for Zambia On Anti-Dumping Investigations prepared and delivered;
  • Training Module for Zambia Countervailing Investigations prepared and delivered;
  • Training Module for Zambia On Safeguards prepared and delivered;
  • Training Module for Zambia on the WTO Dispute Settlement Mechanism prepared and delivered.

Purpose 2 – Strengthen the institutional capacity in trade negotiations and implementation

  • COMSTAT Manual prepared and delivered to key stakeholders;
  • Manual for the Tariff Reform Impact Simulation Tool (TRIST) prepared and delivered to key stakeholders;
  • Training materials (handouts and worksheets) on Tripartite Free Trade Area, implementation of the WTO TFA, i-EPA implementation for Zambia) prepared and delivered to key stakeholders;
  • Training materials for workshops on key trade issues prepared and delivered;
  • Framework for trade related positions for Zambia with relevant stakeholders prepared;
  • Training modules: drafting FTAs and preferential Rules of Origin prepared and delivered;

  • Electronic Briefing Book developed for training manuals accessible through a platform.

Purpose 3 - Develop a strategy for the diversification of the mining sector and the export base

  • Guidelines to regularize the marketing system and export of gold and gemstones prepared;
  • Report: EMPOWERING THE SMALL- SCALE GOLD MINERS IN ZAMBIA prepared;
  • Mining sector report: Zambia Export diversification strategy for Gold and Gemstones prepared;
  • Annex: Supporting the Development of guidelines to regularize the marketing system and export of gold and gemstones prepared.
